Wildfire Preplan Symbology Update

Aligned. Efficient workflow.

Intterra's wildfire preplan symbology has been revised to conform to the latest national standards for wildfire incident mapping. To distinguish it from standard incident mapping, a dashed border has been added. Additionally, the features have been categorized into common themes to enhance workflow efficiency.

Existing preplan mapping has been moved into the new service.
