Why does the basemap disappear when I zoom in close?

Several of the basemaps in Intterra will stop displaying (go blank) when the user zooms in beyond the limit of that layer.

When this occurs, zoom out or select a different basemap.

Below is a typical basemap pallet:

Good when zoomed in: Road, Topo, OSM.
Limited when zoomed in: Aerial (the quality degrades and may be several years older than the imagery when zoomed out).
Goes blank when zoomed in: Hybrid, NAIP, Quads.
